The Security and Prosperity Partnership has been introduced by Katherine Harris (R-FL), H.R. 2672. The Prosperity part of this partnership is NAFTA. The Security part is NORTHCOM. Gen. Ralph Eberhardt was promoted from head of NORAD to head of NORTHCOM after the 9/11 Terrorist attacks.
The rate of collapse in the WTCs was approximately 1.3 seconds per 10 floors. The rate of free fall in a vacuum is 0.84 seconds per 10 floors. Actual collapse time for a non demoed tower, or a pancaking tower, should be 96 seconds. WTC 1 & 2 collapse in under 15 seconds.

Why hasn't Homeland Security informed the Border Patrol and Local Police? Because until the local police become a national police force they are outta the loop.
